Abstract

¿¬±¸¸ñÀû: °£È£°ü¸®·á Â÷µîÁ¦ °³Á¤¿¡ µû¸¥ °£È£µî±Þ º¯È­¸¦ ºÐ¼®ÇÏ°í, °£È£°ü¸®·á Ãß°¡¼öÀͱݰú ¾ß°£°£È£·á ½Å¼³¿¡ µû¸¥ °£È£»ç ó¿ì°³¼±ºñ¸¦ ÃßÁ¤ÇÏ¿´´Ù.

¿¬±¸¹æ¹ý: Á¾ÇÕº´¿ø°ú º´¿øÀ» ´ë»óÀ¸·Î 2018³â 1ºÐ±âºÎÅÍ 2020³â 2ºÐ±â±îÁö, ƯÈ÷ °£È£µî±Þ »êÁ¤±âÁØÀÌ º´»ó¼ö¿¡¼­ ȯÀÚ¼ö·Î º¯°æµÈ ½ÃÁ¡°ú °£È£µî±Þ »êÁ¤ÇöȲ ¹ÌÁ¦Ãâ ±â°üÀÇ ÀÔ¿ø·á °¨»êÀÌ 10%·Î °­È­µÈ ºÐ±â¿¡¼­ °£È£µî±ÞÀÇ º¯È­¸¦ ºÐ¼®ÇÏ¿´´Ù. °£È£°ü¸®·á Â÷µîÁ¦ °³Á¤°ú ¾ß°£°£È£·á ½Å¼³¿¡ µû¸¥ °£È£»ç ó¿ì°³¼±ºñ´Â º¸°Çº¹ÁöºÎ °¡À̵å¶óÀÎÀ» Àû¿ëÇÏ¿© °£È£µî±Þ°ú °£È£»ç 1Àδç ȯÀÚ¼ö¿¡ µû¶ó ÃßÁ¤ÇÏ¿´´Ù. 10°³ ºÐ±â Áß 1°³ ºÐ±â ÀÌ»ó °£È£µî±ÞÀ» Á¦ÃâÇÑ Á¾ÇÕº´¿øÀº 326°³¼Ò, º´¿øÀº 1,419°³¼Ò¿´´Ù.

¿¬±¸°á°ú: Á¾ÇÕº´¿øÀÇ °æ¿ì 1µî±ÞÀº 2018³â 1ºÐ±â 7.0%¿¡¼­ 39.6%·Î Áõ°¡ÇÏ¿´°í, 6¡­7µî±ÞÀº 31.8%¿¡¼­ 17.6%·Î °¨¼ÒÇÏ¿´´Ù. º´¿øÀÇ °æ¿ì 6¡­7µî±ÞÀÌ 81.8%¿¡¼­ 61.6%·Î °¨¼ÒÇÏ¿´´Ù. ¹ÌÁ¦Ãâ ±â°ü¼öµµ Á¾ÇÕº´¿ø¿¡¼­´Â 10.6%¿¡¼­ 0%·Î, º´¿ø¿¡¼­´Â 63.2%¿¡¼­ 14.8%·Î °¨¼ÒÇÏ¿´´Ù. º´»ó¼ö¿¡¼­ ȯÀÚ¼ö·Î º¯°æµÊ¿¡ µû¶ó °£È£µî±ÞÀÌ 1°³ µî±Þ »óÇâµÇ¾úÀ» ¶§ °£È£°ü¸®·á Ãß°¡¼öÀͱݿ¡ µû¸¥ ¿¬°£ °£È£»ç 1Àδç ó¿ì°³¼±ºñ´Â Á¾ÇÕº´¿øÀÇ °æ¿ì 144¸¸¿ø¿¡¼­ 726¸¸¿ø, º´¿øÀº 125¸¸¿ø¿¡¼­ 975¸¸¿øÀ¸·Î ÃßÁ¤µÇ¾ú´Ù. ¾ß°£°£È£·á ½Å¼³¿¡ µû¸¥ ó¿ì°³¼±ºñ´Â Á¾ÇÕº´¿øÀÇ °æ¿ì 237¸¸¿ø¿¡¼­ 554¸¸¿ø, º´¿ø¿¡¼­´Â 220¸¸¿ø¿¡¼­ 514¸¸¿øÀ¸·Î ÃßÁ¤µÇ¾ú´Ù.

°á·Ð: º¸°Çº¹ÁöºÎ °¡À̵å¶óÀο¡ µû¶ó Ãß°¡¼öÀͱÝÀ» ÀÇ·á±â°üÀÌ ½ÇÁ¦ °£È£»ç ó¿ì°³¼±¿¡ »ç¿ëÇØ¾ß ÇÑ´Ù.

Purpose: To analyze the changes in nurse staffing grades and to estimate the revenue growth generated by applyinggovernment guidelines for improving nurses¡¯ working conditions.

Methods: Staffing grades, ranging from grade 1(highest) to 7 (lowest), for 2018 and 2020 were analyzed for 326 general hospitals (GHs) and 1,419 non-generalhospitals (NGHs). The annual revenue growth per nurse generated by changing inpatient nursing care fee schedulesand newly introducing night shift nursing fees were estimated.

Results: Grade 1 GHs increased from 6.9% in 2018to 39.6% in 2020, whereas grades 6-7 decreased from 31.8% to 17.6%. NGHs with grades 6-7 decreased from 81.8%to 61.6%. GHs and NGHs with no reported staffing grades decreased from 10.6% to 0% and from 63.2% to 14.8%,respectively. The estimated annual revenue growth per nurse from inpatient nursing care fees resulting from 1-gradeimprovements in staffing was 1.44~7.26 million Korean won (KRW) and 1.25~9.75 million KRW for GHs and NGHs,respectively, while the results from night shift nursing fees were 2.37~5.54 million KRW and 2.20~5.14 million KRWfor GHs and NGHs, respectively.

Conclusion: The increased revenues should be utilized to augment nurses¡¯ wagesand staffing levels as the guidelines recommend.
